1. There are 3 options.
a) 100/90 : This would cost around 2k. You will need extra wiring and ceramic holders. Output will be yellow but much more powerful than stock ones.
b) 60/55 : In this, you have Philips XV, Osram NB+ and the like. Costs about 1-1.3k and is a plug-n-play. Output will be slightly (20-25%) more than stock setup, not comparable to 100/90.
c) HID Projector : Best output of all three. It will require opening up of headlamps and will cost 15-20k for branded kits (6-8k for non branded).

I suggest you do this- get a 90/100 relay kit, typically called a cutout. Get one with ceramic holders so that the heat is kept from being conducted to your headlight housing.
Now get 55/60W bulbs ice_wise is talking about. Also get the 90/100 bulbs in due course. For daily driving, use the 55/60 bulbs. For monsoon, use the 90/100.
Sounds dumb na? The logic is this- bulb illumination depends on the voltage they receive. The relay kit allows them to receive a constant voltage. So even the high wattage 55-60W bulbs will suffice with a relay kit. However, wet surfaces absorb light, so get the 90/100 bulbs and use them in the monsoon only. If you use those bulbs in daily life, the reflectors will heat up and start to go yellow. This will reduce the illumination in the long run. So use them only in the monsoons.
Another thing- use fog lights all the time. This helps illumination.
Finally, at signals and in traffic, make it a habit to switch off the headlights and drive on fog lamps alone. Not only will this increase the headlight and bulb life, it will let your eyes open wider. So once you start moving again and switch on your headlights, you will percieve more illumination.
Try out the last part for a few days and you will start noticing the difference
