Tubes produce loud but purely hollow bass. It's not acoustic at all and is just boom boom. A sub on the other hand in an appropriate capacity box produces pure waves that complete the lower spectrum (frequencies) generating pure deep bass. A sub is any day more musical than a tube. If you want your bass to be heavy, you may choose a ported box than a sealed box for your sub.
If you have the correct installer and correct sub, a Sub shall shatter the tube to pieces. That said, in budget ranges say around 4-5K a tube might produce more noise outside (yes it would be noise (just boom boom) than a sub.
