Need Advice - Re-Registration Process with RTO KR Puram

Update: Yesterday, I happened to be around KR Puram, so thought to pay a visit. (Sorry Sudeep, it wasn't a planned one.) Our regular guy in that desk is now changed, new face to see. He dug up my file and to my surprise, "NOC from the Bank is missing". I said, "Fine, but after over 1 & half years you found that out?". He didn't utter anything, but took the file to the Superintendent. He too said the same and I again repeated my question. Then, the fight starts... Heated up to an argument when he said, "We can't check all the documents when you submit". I got agitated with that statement, then who else would? What is the responsibility that you have? First of all, they don't have a checklist. Secondly, you can't even check those simple 4 docs while submitting? Worst case, not at least later? It's been 3 months that I have submitted docs for new number and you are waiting for me to come back here again to check on the status? Why not a letter at least? As usual, he has no answer to any of my questions and said in an angry tone "Mr. don't argue, if you want, get it, else, cancel and go." That made me to SCREAMMMM and the crowd gathered. Few other colleagues tried to settle the dispute and overpower me, and I overpowered all of them. In the mean while, the other guys started writing a letter in Kanada that such a doc is missing and I need to get it. I out rightly denied any possibility of producing such a document and demanded to speak to ARTO/RTO and I was taken there.

The ARTO appeared to be so leisure and heard the case out. He was asking that guy about the delay for over 1 & half years (just an eyewash for me). Then he tried convincing me to get that doc, else we can't proceed, just in a different mode. I said, "I doubt of any such possibility as the bank is in Pune... Moveover, it's SBI!". (Imagine my situation of getting trapped between 2 government companies that too in 2 different state/cities!)

I said, will try, but clearly detail me the requirement. They said, Form No 27 to be attested by the Bank that "the Bank has No Objection in assigning a new number to this vehicle and will continue to be hypothecated". I asked for options, if not Form 27, will a letter do or an email and they for either.

I finally told the ARTO that, the work here gets done or at least moved to next stage only when I visit here. This process has taken more than 1.5 years will lots of efforts and still not done, would have simply be done in couple of months if I had come thru an agent! He couldn't deny it as it was the fact.

Later yesterday, I browsed for the Bank's email address and got one in their website. Wrote a detailed email with Form 27 last evening. This morning, I called up the person who processed my loan, as he is the only contact I have with the bank. He seemed to have been transferred to a different branch and gave me another contact point. Called him as well and he asked me to send an email to an ID, which I already had done yesterday [lol]. Yet, forwarded the same email to the same ID once again.

Now, listen carefully to what I am saying and it's unbelievably a fact. I got a response from that ID this afternoon with a completed, signed & attested Form 27. I just couldn't believe my eyes!!!

Now, got to go back to RTO with this print and email copy, when I get time. Keep you all updated.

Thanks mahajany. That was really helpful. I am also planning to migrate to different city and this will be a lot of help to me. Really appreciate the automotive india dot com for such a wonderful forum.

Update: Yesterday, I happened to pass thru the RTO Office and the time was 10:15 AM. Thought it would be a good idea to drop in the docs rather spending another time to visit there for the same.

Went in there and for my luck, that particular "Appiser" was available. He checked the docs and handed it back to me to show it to the superintendent. But, where is he? For my luck, he is yet to reach! When I asked him, "when will he come?", he responded, "He will come!" What an answer sirji. So wait...

He came in about 15 mins and I showed him the docs. He again directs me back to the same "Appiser". Hmmmm don't get tired or loose your patience. I told to myself. Back to him, and he started looking at the docs again, and again, and again... Probably, trying to find something to send me back or this could be the first ever time he sees someone got a Form signed over an email and that too from SBI. Finally, he started making a note about the docs in Kannada and handed the docs back to the SI and explained him about the email transactions etc. And yes, he too signed off the docs and said to him "Do it" in Kannada.

I was told, will get the SC with New Number in about 15 days [clap] Hold on, it's not an end yet and I won't declare the winning till I win!

Hi Subbu,

SBI bank has improved a lot. There has been an big emphasis on the Customer satisfaction nowadays in SBI. I found that very good as this bank doesn't have any other hidden charges and so i changed my salasy account also here.

hey figoian did you get the SC !!!. I had visited the RTO on 5th Dec it had well crossed 30 days and to my surprise and story goes on. they searched for my file then got something written on file, the lady on the 2nd was doing this. She got one card and went to the ARTO cabin but it seems he had left for the day. the lady told me to come tomorrow after 1 pm. I met the lady again on the 6th. thius time again she seemed to search for the file in her cabinet and again to the ARTO cabin he signs.
Eureaka !!! it was short lived. the lady tells me i will get the card in 15 days. 15 days !!!!!!!!!!! what for i asked her. i hve given you guys grace period of 12 days, so what does this slip hold value if u cant delivery the thing in 30 days. She says there is some papers that is supposed to be received from HR RTO. I was amazed by her response. She says dont worry you will get the SC within 15 days by mail. Today is the 12th day.
Wondering what papers is she reffering to as there was an NOC given by HR RTO. she then take the file to the 3rd floor. and hands it over to someone. Sir dont worry, you will get by 15 days !!.
It seems they opened my file only on the 5th. and now they are doing their bit of work. Lazy people.
Now am wondering if to go to RTO again or wait for that one fine day for the mail to arrive [glasses]

2013 going to end. Still waiting for the KA SC, as usual its over 3 weeks and havnt got the SC as i was promised. Worst part if i tell the ordeal to anyone one they would say upfront you should not have given the Tax. they to are right in a way if such a process takes 5-6 months or longer in figoian case what the point of being an honest citizen and then running around for the work to be done. When i see people with different states registration plate, which i not that hard to find, i wonder how come RTO guys miss out on such case's where they dont have to look out for an outside state reg. plate. Not fair at all. In fact they should give rebate for people who voluntarily give the Road tax, when people know its another battle to get the tax paid in the previous state to be refunded. [clap]

Guys, finally... Yes, got it [clap] The door bell rang today and I could mostly guess it when I saw the envelope from India Post. Yeah, the same envelope I submitted with Rs. 17 stamp. So, my vehicle is KA-53 now, officially! So, what next?

  1. Update the New Number in Insurance & Emission Certificate
  2. Share the New RC SC with the Bank
  3. Before all, a new Registration Plate. Right? I just don't understand, they just have issued the SC and sent it over post. But how will they ensure that I will have the number changed in the vehicle? The envelope didn't even have a letter or instructions to be followed. How sad! So, I can now drive a MH registered vehicle with a KA number, isn't? [lol] When will these government organisations learn?

HSRP - I would like to have HSRP. As I understand, most of the accessory shops do it for 500-1000 bucks. So how secured it is then? [lol] Please suggest on getting the same.

Congratulations.
You had achieved something that is really difficult in Bangalore (without paying bribe).
Now what about the life time tax you paid in Maharashtra?
Will it be reimbursed? .

You will not get HSRP here (in true sense), what you get is a look alike clone. Prices quoted by you are correct.

You can no more ride with your MH plates, in case of any accident/insurance claim you have to submit your RC which shows KA no. As a responsible citizen, you have to change the plates yourself.

True. Despite the pains, that's what I am happy about.

Now what about the life time tax you paid in Maharashtra?

That's going to be my next project, probably, Mission Impossible. But, will give it a shot for sure. Had anyone put your hands on it? Please share your views.

Yeah Anshuman. I am cognizant of it. Was just joking about our system and loops it has. IMO, the ideal process would be, RTO calling up the vehicle owner to the office and have the numbers changed then & there.

Congrats Figoian !!. I too got my KA number on 27 Dec by post !! Have changed the plate and Insurance. anshuman8 is right in Bangalore the HSNP on cars are fake. They are never bolted on to the car by screwdriver's but instead are fastened by a pivot the same sort that is used to secure two metal sheet. I actually got a HSNP installed for my in-laws car on November in Faridabad, and thus saw the the actual process of the Installation. Also they take your original RC and give you a Silver Sticker which is pasted from the inside of the Windshield. Which has car reg number, Engine and chassis number, also it stated Govt. Of Haryana, Dept of transport. Asked him what happens if i break the plate or the windshield, he said have to be replaced here itself, by producing a letter of request. So what all so called HSNP are there in Bangalore are a waste of money. I have got a normal number plate installed.

And yes forgot there is actually a number itched below the Blue IND mark, which i assume is a SC number. So my suggestion is dont go for the fake HSNP. Just wait it it gets legal and i guess there is only one vendor for HSNP that is Link Utsav.

Yup, I too understand that. The only reason I want that HSNP is, I like that font style [:D]. BTW, what is the price difference for normal and so called HSNP in Bangalore?

Hey Figoian,

Congratulations [clap] and yes, a very happy new year to you.

Get new number-place, but the number most these guys are claiming to be HSRP is not really HS.

Actual HSRP would cost some 250 or so and you would need to go to the RTO or some other agency (some private comanies/delsers etc.) authrized by RTO.

I too go this FHSRP (Fake HSRP) because for the normal number too I was being given a quote of 6-800..so finally I though to get this FHSRP for 1100.

Insurance - Maruti guys take some 50-70 or so Rs. and then they will give you a paper stating that insurance is now changed to KA53.

PUC - that too will have be obtained afresh for new number.

good luck for getting your refund@MH back - if you come to know of any form, any procedure, please share :)

In Delhi I know that there was one form-16, but now it is out form their (transportation deptt) site from past few months.

In Bangalore (i.e. if you want refund from Bangalore) then they ask about some CRIT or similar sounding report.
