The importer (Oil company like HP, IOC etc) has to pay C&F charges + Crude Insurance charges + Import charges + Port Dues + Ocean Loss + Custom Duty. Then there is Refinery Transfer price, Inland freight (through trains and gasoline tankers), marketing expenses.
