Chemically speaking, Teflon is a polymer that forms a non-stick coating typically used for industrial or cooking applications. While it is possible to get Teflon coating for vehicle paint, this is rare (due to various patent/trade secret restrictions) and typically doesn't provide lasting benefits as Teflon doesn't stick well to clearcoat. Presently, many dealerships will just use a wax or sealant and call it "Teflon", either colloquially or to convince unknowing customers. Either way, it's overpriced.
As for anti-rust coating, most modern vehicles already leave the line with some form of this. In simplest form, this is called paint (
), but most manufacturers go a bit further by applying a more robust layer of chip-protection under the paint on lower surfaces of the vehicle. This is often why the paint on the running boards isn't as smooth as on the rest of the vehicle. Extra protection is typically not necessary, but if you are insistent, a silicon-based coating can also help dampen road noise. Once again, most dealerships use this term casually to pocket extra money from customers.
