Can you tell me exactly how to decode, so that I can contradict the dealer who says it is Dec 2015 model. Thanks.
The 11th letter stands for year and 12th letter is for month. In your VIN, these are "F" and "J".

F means 2015.

See the below link (Page 13) for Month. In this link, in the image provided at the end of article, you will see 2005-2012 VIN months and they have mentioned that cycle repeats every 4 years. For F (2015), you should see third year in image (i.e. 2007 VIN data) as the next similar series would be for 2013-2016. According to that, month "J" is September.

Thank you for that detailed explanation. However, like in earlier times, can we also physically check this month & year on the markings on the windshield glass or window glass? Can abyone guide me.

No I don't think so. Manufacturing period is mentioned only on VIN which is present on driver side door sill or in bonnet. This is a good enough proof to show to your SA. If he raises an objection, get the car from another showroom.

BTW 4 month old car is not a big deal, see if your SA agress that you are right and admist that he was wrong. You can do a PDI at yard and then proceed to the paperwork. Good luck.

i would like to know will their be any difference between the car Manufactured in March 2015 and December 2015. Wellwho decides the Vehicle Chasis number TATA or Dealer ?
VIN shows the time of manufacture of car from the plant. This is sort of numbering the cars by the manufacturing plant, not the dealer. May 2015 stock would have reached dealer in May/June 2015 and would be lying in the yard for 8-9 months.

You should try getting a newer manufactured car as it will have fresh tyres, beadings, rubber parts, mechanicals and visual paint, etc.. If you do plan to take the old stock only, ask your dealer to give you more discounts.
