Service guys are from Tata dealer only, but the dealer have different set of people for Fiat and Tata. Even the SAs are separate. But service manager is same.
Spare parts price?? Fiat has cheapest and comparable to Maruti's spare parts price. Yes availability is still an issue at some places. I have not faced personally though. And i beleive its going to get better.

Issue with Fiat is availability of Spare Parts. When the Linea was newly launched there were many customers suffering from this issue, Not sure if the scene might have improved now. Nonetheless, Keeping these aspects aside, Fiat Linea makes a fantastic Value and is a worth every penny.

Fiesta I think is offering special limited edition for 1.4 variant.
Now the list is as follows:
1. Ford Fiesta
2. Cedia Sports
3. City
4. Verna
City apart from weak built it has got problem with the shockers as a big thud can make the tyre burst. This problem is with all other variants of Honda's. No offense I mean the car which are failures abroad are successful in India only.
Linea was already out from my list as its under powered and they have not come out with new variant.

Verna is a nice car but there are much better options available around. Contact with the Hyundai dealer and take an idea how much discounts and freebies you can fetch with it. If Honda & Fiat is out of your list because of build quality and underpowered engine, Respectively. Consider the Fiesta along with Verna & Cedia.

Honda city is still the best option available under your price range. Others include Ford Fiesta, Lancer Cedia and Fiat Linea with which you are not satisfied.
Overall, Hyundai Verna is still a nice car but it's time for Hyundai to give a better face-lift so that it can grab hold of customers.

Linea is another worth considering after city if you are satisfied. Regarding it's engine, Initial pick up is low but with the time you'll get used to it. 
By the way, Did you gave a thought to Corolla Altis? But it may exceed your budget.
