i'm sorry but that is a very false statement. it may be going but not 100% sure. it could be going to metros also.

I don't agree. Bihar is a state where even election officials travel on top of buses and trains.

well i said bihar because last time i saw bihar going train same way fully loaded during there some festival time . still i might be wrong .
yup even UP is not behind even i have travelled setting over train when i was kid as there hardly any room inside train to breath .
