Your ordeal is like what i went through (my post #10 in this thread). I seriously suspect that some people don't want cashless Toll transactions and that's why they've made it irritating to get one. I doubt you'll get one at a Toll Plaza, near Chennai.
But, having a Tag is pretty cool. 90% times, I pass a Toll like a Boss ;-) Get one.
In 2017, i called HDFC's toll free number 1800 120 1243 and got details of a local B'lore contact. For your purpose, I called just now, but they say there's no "Point of Sale" in Chennai. Give this number a try buddy.
I have called HDFC FASTag customer care several times already. All they said in these calls are that they haven't received my documents yet. Also, i dont see a local contact for chennai in the below link. For Tamilnadu, contacts are available only for Coimbatore, Namakkal, Tiruppur.

My suspicion would be that your car may already have a Fastag issued & probably misplaced/lost in transit/missing by the first provider. Hence all others are unable to provide you one, inducing cancellations. Better to check at the tollbooth. At least you get to know the status immediately.
There are many with good experience from PayTM. I got mine from Sahaj (HDFC) promptly within 3 weeks, although I had problem getting to the know the status unless you follow up with the Tele-support & they provide you with the local guy's contact. Till you do that, the process is pretty slow. All the best.
May be yes, because i have a fastag wallet created in my PayTM account during my first order. But that was never issued and the order was cancelled as well. I have even received the full refund as well. But this FASTag wallet still shows 150Rs balance.
I dont think its worth spending time at toll booth, go through the process via Equitas,
and if not successful then you can try the last option of buying it from a toll booth.
That's good to hear that getting through Equitas is hassle free. However, my past bitter experience with online booking of FASTag through other providers is making me think it might be better to get directly from Toll booth. I heard it takes a maximum of 1 hour. But i will still try Equitas though if i cancel the current order.
As of now, i have decided to wait for another week to see if my current HDFC order progress through, as i have received an email directly from SAHAJ (support.fastag@sahaj.co.in) on 15th Oct 2018 asking for KYC document. So its just a week past after i sent my document to SAHAJ. So, I am hoping against hope that there is some process going on in the background. I will keep you guys updated.
