Do you have access to a ELM 327 Cable. If yes download Multiecuscan and scan car using that and check parameters like air intake quantity, inejctor codes match with injector on car per cylinder, fuel pressure, status of clutch switch (does it show press or released), accelerator potentionometer track is it track 1 or track 2.
It will also any fiat specific errors stored in ECU.

Yes , we have that cable .
We have fiat ecu device borrowed from a Work shop.

Will check it today, and note you back.
I am also keen in rail pressure at no start ,no crank, just in ignition position i must see minimum 15 to 20bar due to auxiliary pump,
And at crank i minimum of 250 to 300bar
Else it will be the pressure regulator working bad.
Will figure it out today.

Also yesterday we changed from a well running car
The
Rail fuel pump
Fuel filter assembly
Injectors
But still problem is same
So
Rail pump
Filter
Injectors
Are not the issue.

So now my mind diverges to pneumatic and electrical faults
Ie. Turbo or intake manifold vaccum leaks or something.

Also
On Timing of the ignition.
But we replaced crank /cam sensors but its not the issue so leave it apart.
But, if valves are having some mistake.
It can be seen in compression test , but as far as in exhaust we see no color particle's.
But still timing may be bit not aligned ie. Gas escapes at compression to exhaust. Valve opens before it should be.
But it can be seen by white smoke? In exhaust?

If
Compression is good
Fuel delivery is good
If Timing is good

Something out of box is the issue. :-!

As the value clearance is maintained by hydraulic tappets, it need not be checked.
Ie, at last stage of hope we decide to open virgin engine head, not in early stage of diagnosis.

I also suspect
ECU is weak.
Ie the 5v sensor circuits and dsp chips also the reference voltage circuits may be weak.
So we try to change the immobilizer and ecu from a working car. (Today)

Happy to hear man, was following your thread like a action serious with a lot of twist and turns .
I know the feeling of a car not starting and all the mechanics scratching their heads I was in a same situation with my Palio 1.9d earlier.
Got it rectified and sold it immediately but after that that car was running smoothly except for the occasional AC problem which was again! the ECU was blamed by the mechanics .[surprise]

Even i too suspected ecu.

Today's cars have lots of electronics in it to work.

Mechanics must know and understand their works properly before they shed hands over a particular vehicle.

Now a days cars become soo complex and even a small minor fault can lead to problems in engines.

Like dust particles entering fuel lines while replacing fuel filter. Dirty hands can make a injector not to work if dirt accumulated in it.

Even ECU cannot detect it.

So mechanics will start from beginning of diagnosis flowchart and waste time concentrating on other aspects.

In my case they did these

ECU error checked
Fuel filter changed
Cam sensor changed
Crank sensor changed
Injectors changed
Glow plugs changed
Glow plug controller changed
Battery changed
Rail pressure sensor changed
Rail regulator with rail itself changed
Float in tank checked
Intake manifold pressure sensor changed
Fuel pump changed

Note: all these where changed for diagnosis purposes. Not a paid change!

At last ended the diagnosis at flywheel

if still problem was there we would have done these

Open head and see cam sensor ,cam Hall effect pully.

Valve seating

Compassion test

ECU change

Yeah when you already wrote about this opening the Head, I felt very sad [cry] cause that particular engine had done only 7000 kms isn't it ?
Now there is a happy ending to the story and I really feel very happy to hear it.[clap]
Do update about the car for atleast next 10k kms please.

Is it car starting fine now? Didnt you checked Clutch condition when engine swapping? Did you replaced Clutch assy when you swapped engine? If then which one you selected? Maruti or Fiat palio clutch assy?

Yes , we checked the clutch condition, it was from old palio but it was brand new, last owner has replaced it recently :)

Yes, the car starts now as a petrol car in just a one click of key.

Update: car hqs clocked 10 k kms with new heart from donors car,
Ya i ment the engine.
With delvac 5w 40 oil turbo screems like a wistle, can be heard from a distance, inside cabin too, like nfs cars :),

Had wonderful trips too, with all new 4 tyres from Michelin .

Yes in life we face issues,
But it made me learn more

Thank god i had some issues, under process of diagnosis i learned more and more about cars :)

I got help from a chennai friend named bharath, hope you know him, renovated fiat palio 100 , yellow.
Without him car wont be in this state now

Yes i love Fiat car.
Like beauty of a girl, but she has some big down sides too, will discuss it with you in private.
