The vehicle in front has all the reason to brake suddenly in case of panic or emergency breaking, it is the responsibility of the vehicle behind to maintain a safe distance. In busy traffic hours, bikers going zig-zag through the traffic is really frustrating and in fact, adds to the traffic jam.
