Don't the brakes also stop working when the ignition is turned off. They do stop responding I guess

That is not only in Brio. This happens in all the modern cars now a days. I don't think there are any exceptions. ![[roll]](https://www.theautomotiveindia.com/forums/images/smilies/Roll.gif "Roll Eyes [roll]")
The efficiency of the brakes will come down drastically when the engine is off due to lack of vacuum and steering will become more hard too, but definitely you won't feel much at high speeds. The drive belt may be a cause for it as it drives the steering pump. This incident indicates the over speed of the car and the driver didn't have time to react, may be on a curve or due to some thing else. And most of the drivers will not admit their mistake and pass the blame to others or the car. Or in panic he might have locked the steering.

Should brakes ever stop working? any car for that matter.
Definitely it won't stop working completely, but power will be lost, you need to apply more physical power on brake pedal to respond. If your hand brake is in condition, it will help you to some extend because it works mechanically. Yes, now a days all the cars have power assisted brakes.
