provided its on duty and still he has to be concerned of the safety of all persons using the highway, but there is no written rule that tells they can go against a one way it only tells we must leave way to emergency services provided on duty, but in india they are on duty always even if they aren't
But i have seen most/all police vehicles abiding to rules during non duty or during non-emergency, its only ambulance services which misuses this rule a lot
